Project Definition & Planning/ The BIM Project Execution Plan

The BIM Execution Plan is a document developed by the consulting or contracting team to formulate their plan of action to deliver a BIM project. It is a formal response to the client’s BIM Brief. Typically authored by the Project BIM Manager or BIM Coordinator (within the general planning or general contracting firm), the Project Execution Plan identifies the tasks and deliverables of each project participant as well as collaboration and quality control activities.

We can map out a progression from general information – covered at the level of international and national standards – to more specific details outlined in guidelines, the BIM Brief and the Project BIM Execution Plan. Although there is a hierarchy of information, all of these documents are interrelated with many cross-references: international standards should be reflected in national guidelines; a company strategy should be harmonised with national initiatives and standards; project briefs and execution plans should also reflect both national and international frameworks.

This hierarchical relationship of standards and guides brings continuity from an international level down to a project level. It establishes a common basis of understanding and prevents the propagation of duplicate or conflicting definitions. In practical terms, it makes the individual documents more concise. An international standard does not need to define project delivery specifications, which more appropriately belong to an execution plan. Likewise, a BIM Brief does not need to redefine terminology, such as LOD conventions covered in a national guideline. In detail and as reported in the information management process in the ISO19650 and the CIC BIM Modelling Standards, after the client specifies the project BIM requirements and invites the prospective lead appointed parties to tender, it is recommended to also request to the Tenderers the submission of a pre-appointment BIM Execution Plan. This document serves to describe how it is intended to execute the Works and it shall contain the following information, as listed in the ISO19650:

The delivery team’s CVs for information management personnel
Schedule of proposed individuals undertaking information management functions for or on behalf of the lead appointed party.
Information delivery strategy
The proposed information delivery strategy outlining the approach to meeting the Client’s BIM requirement. This can include an overview of the delivery’s team organisational structure.
Federation strategy
The proposed federation strategy outlining how information is intended to align with the proposed work breakdown structure.
High-level responsibility matrix
The proposed allocation of responsibility for each element of the model to members of the delivery team.

Proposed amendments and additions to the information standards and Project Information.
